8 medium flour tortillas

2 tablespoons all-purpose flour
2 cups whole milk
2 cups shredded cheddar cheese
1 cup shredded Monterey Jack cheese
1/2 teaspoon salt
1/2 teaspoon black pepper
1/4 cup chopped fresh cilantro (optional)

Instructions
