1 1/2 cups granulated sugar (divided)
1/2 cup unsalted butter, melted
1 cup milk

1 tablespoon lemon zest
1/2 cup fresh lemon juice
1 1/2 teaspoons baking powder
1/4 teaspoon salt
1 1/2 cups boiling water
Instructions
