Preheat oven to 375°F (190°C). In a large skillet over medium heat, cook ground beef until browned. Drain excess grease. Add onion and garlic, cooking until softened.
In a bowl, mix cream of mushroom soup, sour cream, milk, salt, pepper, and paprika. Stir until smooth.
Lightly grease a 9x13-inch baking dish. Layer half the potatoes, half the beef, and half the sauce. Repeat the layers.
Cover with foil and bake for 60 minutes. Remove foil, top with cheese, and bake uncovered for 15-20 more minutes.
Let rest for 5-10 minutes. Garnish with parsley and serve.
